The ability to do pip install mod_wsgi on Windows is only available for at least getting the module built. Once installed, run 'mod_wsgi-express module-config' and copy the output from that into your Apache configuration file in order to have Apache load the mod_wsgi module. Working out what would need to be done to automatically build in SSL support in a portable way could get messy and couldn't guarantee done correctly/securely. I work around the fact that Apple always breaks it in some way, even in Sierra where they do not provide the Apache build tools. So is sufficient just to do 'pip install mod_wsgi'.
